The USMC offers an 18 month leave to pursue a master's degree with all pay and benefits intact.
Does the Navy offer anything similar?

All branches have a program like that, but you usually have to compete to get in it.
If you do not get into the program, there are usually masters programs associated with the Staff College level school of each branch. Several universities have colleges associated with their staff colleges that you can earn a masters though while you attend the military school.
not really for enlisted.
it is insanely competitive and only about 5 per year in the entire Fleet are selected. and you incur an additional service commitment afterward
for officers it's almost a requirement at O3 to attend NPS as part of your normal duty rotation.
